The GNWT has released the first edition of the Early Learning Framework, a new resource for educators working in early learning and child care programs across the territory.

This framework supports inclusive, culturally grounded early learning by promoting a shared vision based on the values in the 2030 Early Learning and Child Care Strategy. It aims to strengthen early years programming and help educators create positive, responsive environments for children.

Highlights from the Early Learning Framework:

  • Supports child well-being and development
  • Encourages inclusive and culturally respectful practices
  • Builds strong relationships with families and communities
  • Promotes learning through connection to land and local identity

Instead of offering a single model, the framework outlines broad guiding principles that reflect the unique needs of children, families, and communities in the NWT. It is informed by feedback from educators, families, and communities, and reflects the GNWT’s commitment to improving early learning outcomes.

The framework also supports key territorial goals outlined in the following strategies:

  • 2030 Early Learning and Child Care Strategy
  • Canada Northwest Territories Early Learning and Child Care Agreement (2021-2026)
  • Action Plan to Improve JK-12 Student Outcomes in the NWT
